Rolling Meadows developer to pay for infrastructure

Glen Gordon, the developer of Rolling Meadows, will fund the oversizing of infrastructure to accommodate all 3,500 homes in what could be Niagara's largest residential development. At first Gordon said he would only install pipes for water and sewer lines big enough to service the land he owned, or the first 500 homes, but that would mean the pipes would only have to be ripped out and replaced by larger ones when the development grows to neighbouring land holdings.

"It doesn't make sense to rip out the road twice," said Coun. Fred Neale at a city hall meeting.

The project comes with a price of at least $2.4 million. Gordon had said earlier he was reluctant to pay for the infrastructure when he proposed to Thorold that the city pay for half the cost of putting in the larger pipes. But a report from council said Niagara Region does not have plans to service anything beyond the first 500 homes, so Thorold opted to let him pay for what he needed for his land.

It seemed that the developer was reluctant to cover the entire cost on his own because if owners of neighbouring lands decide to develop in the future, they could tap into the infrastructure without paying for the cost.

Installation of the pipes will begin this fall.
